Sex Offenders  


 COMMUNITY NOTICE FLYER

The Greenwood Police Department is releasing the following information pursuant to section 13 of Act 989 of 1997, the sex and child offender registration and the community notification guidelines prromulgated by the commission on abuse, which authorize law enforcement agencies to inform the public of a sex offender's release when the release of such information will enhance public safety and protection. The individual who appears on the notification has been convicted of an offense that requires registration with the Arkansas Crime Information Center. Further, his/her previous criminal history places him/her in a classification level that reflects the POTENTIAL to re-offend. This offender has advised the Greenwood Police Department that he/she will be living in the location below. HE/SHE IS NOT WANTED BY THE POLICE AT THIS TIME. THE NOTIFICATION IS NOT INTENDED TO INCREASE FEAR; RATHER IT IS OUR BELIEF THAT AN INFORMED PUBLIC IS A SAFER PUBLIC. The Greenwood Police Department has no legal authority to direct where a sex offender lives.  Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he/she chooses.  Sex offenders may have liveved in our communities in the past but it wasn't until the passage of the Sex and Child Offender Registration Act that law enforcement even knew where they were living.  In many cases, law enforcement is now able to share that information with you.  Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated.  Further, such abuse could potentially end law enforcement's ability to do community notification. We believe the only person who wins if community notification ends is the offender, since sex offenders derive their power through secrecy.

 

Sex Offender Classifications
 
Level 1-is an offender who is considered to pose a low risk to the community, warranting minimal notice for protection of the community. State agencies such as the police are notified of this type of offender. Any victims of the offender are notified as well as anyone living in the household with the victim.
 
Level 2-is an offender who is considered to pose a moderate risk to the community, warranting limited notice for the protection of the community. All of the individuals and agencies from level 1 offenders are notified of a  level 2 offender, as well as state licensing boards and schools are notified.
 
Level 3-is an offender who is considered to pose a high risk to the community. All of the entities for level 1 and 2 are notified, as well as all community members likely to come into contact with the offender. We usually notify a one square mile radius.
 
Level 4-is an offender who is considered to pose the highest risk to the community. The entire community is notified to the presence of this offender. This level of offender is commonly known as the sexually violent predator.
